Why every facility needs a bleed control kit

Cardiac arrest and severe bleeding are the two most time-critical emergencies in the public access setting. Just as AED programs exist because defibrillation in the first three minutes doubles survival from sudden cardiac arrest, bleed control programs exist because hemorrhage control in the first five minutes determines whether a traumatic bleeding victim survives to reach a hospital.

How to choose the right bleed control kit

Four decisions determine the right kit configuration for your facility.

1Match the kit tier to your risk level and legal requirement

Basic kit

Meets most state school and general workplace requirements. Right for low-risk environments where the primary risk is incidental injury from falls, cuts, or minor accidents.

Advanced kit

Required for OSHA/ANSI B.1 compliance. Strongly recommended for schools, manufacturing, construction, warehouses, sports venues, and anywhere mass gatherings or heavy equipment create elevated trauma risk.

2Calculate kit quantity by occupancy and layout

The 3-minute rule

A responder should be able to retrieve a kit and return to a victim within three minutes, the same standard governing AED placement. Plan one kit per AED station.

Multi-floor and high-occupancy buildings

For buildings with multiple floors, wings, or occupancy above 250 people, plan one kit per AED station plus additional kits at high-traffic or high-risk zones.

3Decide between individual kits and wall cabinet stations

Individual portable kits

Can be grabbed and carried to a victim anywhere in the facility. Most versatile format. Can be moved to a specific incident location rather than requiring the victim to be near the station.

Wall cabinet stations

Makes the kit instantly visible and clearly marked from down a corridor. Ideal for hallways, entryways, and high-visibility mounting points alongside AED cabinets as a unified emergency response station.

4Consider training alongside equipment

Stop the Bleed course (2 hours)

Offered by the American College of Surgeons, Red Cross, and many local hospitals and fire departments. Teaches tourniquet application, wound packing, and pressure bandaging.

Untrained bystander

Can still follow the three-step Stop the Bleed protocol using visual guides printed inside every kit, but trained bystanders apply tourniquets significantly faster and with higher success rates.

 

Are bleed control kits required by law?

Requirements are expanding rapidly at the state level. Where AEDs are mandated, bleed control kit mandates are following. Even where not legally mandated, OSHA's general duty clause is broadly interpreted to include severe bleeding preparedness in any environment where traumatic injury is a foreseeable risk.

OSHA (29 CFR 1910.151)

Requires all general industry workplaces to maintain adequate first aid supplies for bleeding control. Class B workplaces (manufacturing, construction, food processing) are explicitly required to stock tourniquets under the 2015 ANSI Z308.1 update.

ANSI Z308.1-2021

Defines Class A kits (minimum workplace bleeding control) and Class B kits (high-risk environments, tourniquets required). The Advanced Curaplex kit meets the ANSI B.1 bleeding control standard.

State school laws

Texas, California, Virginia, Tennessee, New Hampshire, Massachusetts, and Washington have enacted laws requiring bleed control kits in public schools. Additional states are actively passing similar legislation. Check your state's current requirements.

OSHA general duty clause

Even where no specific law applies, OSHA's general duty clause requiring workplaces free from recognized hazards is broadly interpreted to include severe bleeding preparedness wherever traumatic injury is a foreseeable risk.

 

Can bleed control kits be mounted in a standard AED cabinet?

This is one of the most common questions from organizations building integrated emergency response stations. The short answer depends on cabinet model and kit size.

Single individual bleed control kits can sometimes share space with a wall-mounted AED in a tall or 9-inch-deep cabinet if the kit is compact enough. However, co-locating them in the same cabinet is not recommended as standard practice because the door needs to open freely during a cardiac arrest rescue and a bleeding emergency simultaneously, which can create confusion under stress.

Recommended: side-by-side emergency response station

QuikClot is gauze impregnated with kaolin, a naturally occurring mineral that activates the body's clotting cascade on contact with blood. It is used to pack deep wounds where a tourniquet cannot be applied (neck, shoulder, groin, axilla). QuikClot hemostatic gauze is included in the Curaplex Advanced Stop the Bleed Kit and is the hemostatic dressing recommended by both the military and the American College of Surgeons for life-threatening bleeding from non-compressible wounds.
